Gaza fired on Israel. The fact it missed killing anyone is not the point, it is an act of war.

If Hamas had any real ambition of a palestine it would not be talking with rockets but sitting at a table with Israel and talking with words to negotiate some compromise that will bring the palestinians a real peace and hope for prosperity.

maybe you should try reading the news more often.

BTW if you fire a rocket at canada from the US, the US is responsible for that act of war. Most likely their would speak and explain it was some individual and turn that person over for trial in Canada, thereby avoiding war.
Since Hamas controls the weapons and has been test firing rocket out to sea and threatening to fire on Israel, they should be held responsible. Do you expect hamas to speak to Israel about the incident? Do you expect they will find and turn the "person" that actually fired the rocket at Israel over for trial in Israel? Or give them a medal? Why should Israel not consider it an act of war?
If a rocket was fired from Russia at Alaska it would be an act of war and Russia would be held responsible, not just the individual that fired it. If it was a misfire or some computer error, Russia would be on the hot phone to DC trying to keep the president from a military response. Is that what hamas it doing? Is Abbas?
Do you have convincing proof it was not ordered by someone in hamas?

Perhaps some have forgotten that hamas declared it was the duty of every palestinians to try and kill jews by any means.
By knife, car, bomb, gun, rock or rocket.
Any attack is an act of war since hamas has declared it so.
Blaming an individuals is a cop out. Hamas has ordered palestinians to attack jews. A rocket amied at a jewish community is just that.

There's absolutely no motivation for those Arab "refugees" to make peace as long as outside players such as UNRWA continue to support and encourage their cause. Those players have a variety of reasons for supporting the conflict. UNRWA, for instance, is far more interested in sustaining its own existence and its $1.1 BILLION budget than it is in seeing a solution to the conflict.

after just three years the world is working to settle the syrian refugees.
after more than 60 yrs the world expects the refugees to somehow return to a palestinians state or to Israel. Not likely to happen even in a two state solution.
