To not impeach Clinton would allow him to "be above the law" because he broke the law lying to a Federal officer. It wasn't about his complete lack of morality.
He paid a fine for that lie (what $900,000?) and lost his law license in Arkansas. Those punishement weren't about his sexual predation, which is of course what he was, not a mere adulterer.
