The readers' comments below the article appear to reflect the suspicion in the OP. Oh, and the Swastika is the wrong way 'round. And skinheads/neo-Nazis tend to know the right way to draw it. Something seems amiss.

But how can the the targeted area be a neighbourhood of "Holocaust survivors"? Seems to me that the further in time we move away from what happened during WWII, the more Holocaust survivors there are. And churches and other religious buildings are often subjected to provocative graffiti, but you never read about that in the media.
