The Budget that Obama signed into law specifically states he may not use appropriated funds to pay for those 4 positions. The LAW states he may not pay them with tax payer money. He is in violation of said law if he is still paying them.

And again for the retarded slow and amazingly stupid. A signing Statement must be in accordance with the law. They are used to clarify the Presidents position vis a vie Executive power and privilege. Only Congress can authorize the spending of tax payer money and it is ONLY their power not the President's. If Congress specifically passes a law and the President signs it and that law bars money being spent on something, the President can not get around it with a signing Statement.

The President has no authority what so ever , in ANY capacity, to spend money Congress has specifically said can NOT be spent. A signing statement does not grant to a President the right to violate the law, nor to ignore Congress.
