He didn't start affirmative action but he has enormously expanded it. If you want a job or a chance at college or a scholarship and you're white - too bad. If you're black or hispanic or even illegal (!!!) - no problem.
South africa is once again an apartheid nation too. The pro-black affirmative action there is massive.
