In fact, the IDF announced before the attack that it would not occupy the area south of Gaza City and that the Karni Crossing would be kept open for humanitarian aid throughout the military operation. If Hamas had had any interest in saving the lives of the Gaza Arabs, it could have easily evacuated them to this area, but then they would not have been able to use them as human shields to protect Hamas gunmen shooting rockets and mortars from residential areas. On the contrary, there were reports that Hamas gunmen threatened to shoot any civilian that attempted to evacuate areas they knew would be attacked.
