I expect that it is just Federal Spending. In our system the States pick up a lot of the slack, like in California we have MediCal instead of MediCare. California put in a lot of socialist programs as if they though that the money would never run out. Now, they are cutting full time jobs entirely (like teachers in an already grossly underfunded school system) or cutting the hours of those jobs so they can fund the socialist welfare programs. The Liberals in Sacramento were generous and now those taxpayers with money are going to be forced to move out of the state because the rich have to support an ever increasing percentage of the destitute populace.

It makes me wonder if the State of California will eventually only have people living off of welfare.
