An insurance company isn't going to insure a building that isn't built correctly, and a bank isn't going to lone money to build a building that isn't insured. When I worked construction, agents for the insurance company came around to check that the fire poofing was done correctly and that everything was according to code. I never saw any city inspectors.

preventing interference between radio stations is simply a matter of enforcing property rights in the radio spectrum. That is government's proper function, not deciding how every private company is supposed to make its products.
