It's in the Declaration of Independence.
Specifically..the Declaration of Independence was referring to the British.
The Constitution is supreme in matters of law.
Again the Constitution is only a defense for a government that complies with it.
The British were the government at that time.

Washington was always at odds with Jefferson and Madison.
And Madison sorta completely had a different worldview from Jefferson. But to listen to the righties, there's one overriding "will of the founders" that we can look to in religious fashion and answer all the questions that need to be answered in the modern world. It's a load of bunk and the founders, Jefferson in particular, warned us about doing this.
I would love to see some rightie try to square these words from Jefferson, carved in his memorial no less, with their so-called "strict constructionist" worldview...
I am not an advocate for frequent changes in laws and Constitutions. But laws and institutions must go hand in hand with the progress of the human mind. As that becomes more developed, more enlightened, as new discoveries are made, new truths discovered and manners and opinions change, with the change of circumstances, institutions must advance also to keep pace with the times. We might as well require a man to wear still the coat which fitted him when a boy as civilized society to remain ever under the regimen of their barbarous ancestors.

Yea i've noticed that is a common theme with Socialist/Progressive stooges. They have no problem at all with declaring War on their fellow Americans. They really would love to see our Military start massacring their own fellow Citizens. People should never trust Socialists. Socialists/Communists always turn on their own people in the end. This is true of every Socialist/Communist Nation on this Planet. Why would our Socialists here be any different? People really should start thinking about this more before voting.

The Constitution is an instrument that limits the scope, reach and power of the Federal Government. Witness what those qualities can do in the hands of the power seekers and you can appreciate the wisdom of the Founders.
When the only people in government are those who are posessed of justice and wisdom, then legal limits to their authority over the rest of us will not be needed. This is not the case, however.
Those who win office are creatures of political parties and they thrive in the arena of power, not justice. They advance on actions based in guile, not wisdom.
Being a strict constructionist is sneered at by those who seek to justify the means by the stylish ends of today. I would sooner trust my lot to the framers and to their wisdom than to today's politicians and their guile. The framers tried to create a home for justice for the coming generations while the poiticians seek to snatch power today from the desparate and wealth today from their children.
You might be interested to know that Jefferson did not choose the inscriptions to be carved onto his Memorial. These were chosen for him by people during the FDR administration.
I wonder why an Administration having programs declared unconstitutional on a daily basis might have chosen that particular quote.
