When you consider that Trump won the overall popular vote in 49 states, isn't that the will of the people? Actually, I think that's an inaccurate description of what the EC was designed to do. Originally electors were often not chosen by popular vote, instead being selected by State legislatures. There was Madison and his fear of the tyranny of the majority. And Hamilton believed the president should be selected by a small number of people who were most qualified to choose a good candidate, while maintaining a "sense of the people." There was also worry about voters not having enough information about candidates and just voting for whichever candidate came from their home state. The electoral college was designed with a number of factors in mind.

Which is not to say the EC is bad or that presidents who have been elected while losing the overall popular vote are illegitimate.

The popular vote argument only makes sense if one wants to change the way presidents are elected, it does not apply to EC elections. Candidates campaign in certain ways because they know we have the EC system. There is no way to know what might have gone on in a purely popular vote election. It's entirely possible that Trump would have won a purely popular vote election because the campaigns would have done things differently.

To get back to California, though, it is still a state in the union. Its citizens are US citizens. There is no good reason they should not be counted when talking about the will of the people of the country as a whole. The EC could be said to have protected us from California, or to have lessened the voice of California voters.
