Seems to me there ought to be a way to include a tax on taxes. Or at the very least an international Tax Czar to study the matter. Which, of course, could lead to a Tax Czar tax. Yep, the entire world economy will be purring real soon now, and a Purring World Economy tax won't be far behind I imagine.
