Avatar is right. The rod is also sometimes a bat. Sometimes meant for correction and sometimes in the Bible it is a comfort.
Spare the rod, spoil the child is meant for correction.
But:
Thy rod and thy staff they comfort me isn't. Most think it means that out of correction, we are comforted by being led in the right direction. Ask any kid if he feels comforted knowing that when he gets home from school he's in for a spanking for throwing food in the cafeteria.

It has nothing to do with correction and everything to do with being a good shepherd, told from the vantage point of a sheep. You really have to understand the nature and handicaps of sheep to understand any of the 23 Psalm.
You will never see a farmer out in the field beating the shit out of a sheep with a rod to correct it's behavior, because sheep have no idea when they do something wrong, which they do constantly, which is why they need a good shepherd, with a rod, to come running when the sheep is being hauled off by a wolf.
