THIS is the biggest problem.

If they would have used the yearly surplus money as if SS was an actual pension fund and diversified its investments, you would now have a gigantic pool of funds to draw down from. In addition that amount of capital injected into the economy, be it private bonds or public, would have been an economic juggernaut.

Instead they used the surplus to add to the general account, and created these special "bonds that can only be paid back by taking money from the general account.

I wouldnt call it a ponzi scheme only because everyone knew this is how it was working. A ponzi scheme requires you to fool someone into thinking there is an investment.
