January 2009, it was 14.2%
April 2010 the U-6 hit its peak of 17.2%
November 2014 it's at 11.4% (which is not 40% higher than 8.4%
Now....you cannot blame Obama for the rise from 8.4% to 14.2%
And it would difficult to claim that his policies caused it to continue up to 17%
