Even Rasmussen's 51% is inaccurately low. That's because generally, conservatives don't respond to polls. So with the pollers mostly just hearing from liberals, they get a false number. The true approval rate is probably 65% or even higher.

The thing that contributed most to the seemingly low approval rating, is biased polls. Gallup is only one poll and others are showing him to be higher. The RCP average of all polls is showing him to be at 43.1% approval, which is actually a few points higher than Obama's rating at the same time in his Presidency. Of course, the Obama knob-slobberers will never admit what a crappy President he really was.
