CNN) -- Just a few years before becoming embroiled in fighting a rebellion, Moammar Gadhafi was spending millions of dollars a year to wage a secret PR campaign to burnish his global image as a statesman and a reformer, confidential documents show.

The mercurial leader hired The Monitor Group, a Boston-based consulting firm, to execute a public relations strategy that included paying think-tank analysts and former government officials to take a free trip to Libya for lectures, discussions and even personal meetings with Gadhafi starting in 2006.

The group's official summary memo of the project, obtained by WND, says Monitor Group has also been in discussion with philanthropist George Soros about ways to "advocate on Libya's behalf."

Nothing new here. After being evil incarnate for decades, leaders all over the West cozied up to the motherfucker for the past decade or so - he started playing ball, gave up nukes, promised to fight al-Qaeda and condemned 9/11, and of course offered lucrative deals on his his finest wares (oil). John McCain praised him, Condoleeza visited him (a first since the 50s for a secretary of State), now-trigger-happy Sarkozy signed a multitude of agreements with him in 2007, Berlusconi followed suit in 2009, and of course the list goes on.
