Deuteronomy 23:19-20, disallows usury within a nation-state, but allows that the foreign can be charged usury. Famous Moses was educated of the Imperial, Royal brand of the conquering Egyptians, easily said familiar with basis concepts of human subjugation. Entire tribes of nations could even be enslaved. Imperial Babylon, of the Code of Hammurabi, allowed that even within the nation, that a man could sell off the wife and kids into slavery--for a period certain--as a debt settlement.
