Maybe they will do what was done with the Amendment for Income Taxes in this country, "It appears as if it was ratified..." regardless of what the vote is.
It will be an insult to the electorate in the UK if their referendum is ditched. They should have the ability to express themselves. All indications are that a referendum in the UK on the EU Constitutional Treaty would result in rejection. It is pathetic that the German Parliament did not allow its people the opportunity to vote in a referendum. German independence goes up in legal smoke and the German people do not even have the opportunity to express direct approval or rejection. The Upper House of the German Parliament ratified the EU Treaty today.
