For most of that time, probably not. There is no doubt about this: when taxes go up, people employ various ways to pay less. That is the way it is; tax havens, tax free bonds, whatever works up to and including selling out, packing up, and moving out. The french, spanish, italians, greeks, they're all leaving and taking their money with them.

The reason why we have so many is due to the periods of "enslaving" tax rates--tax rates that is 50% or higher.

The actual rate the rich paid then was around 26%. The french rich are going to be paying well over 50%. Big difference.
