Paris has been the place where out of power nationalist take refuge for at least 200 years.

As a consequence they've been dealing with all sorts of disreputable people and a lot of terroristic violence in that city, too.

Wrong culture. These people hold grudges for tens of generations. To them, our failure to take out Bin Laden at Toro Bora was another indication of our weakness and incompetance. The fact that we still cannot take him out simply re-inforces that attitude. Should Bin Laden live to die a natural death, to these people he will have been the winner and the hero.
