Ok....Here are the facts. And I should know since he was the congressman in the district next to mine.
Ray Lahood replaced retiring Bob Michel (who I met in a golf outing), the House Minority Leader from 1981-1995. Ray was the only (or one of the few) freshman GOP congressman who REFUSED to sign Newt Gingrich's "Contract with America". Pretty gutsy for a freshman.
He had that job as long as he wanted. When he announced he was quitting nearly every person running for his job wanted his endorsement.
He was a really, really good congressman who had respect from and worked across both sides of the aisle. He also sponsored bipartisan retreats to help reduce the bitterness between the parties. That is why he was the person picked to chair the Clinton impeachment proceedings. Even the Democrats respected him.
One of the smartest moves Obama made was tapping him for Transportation Secretary.

The only way that the government generates revenue is through taxation (but I'll bet you already knew that, didn't you?) It then, in returns funds projects that puts ordinary Americans to work. By doing that it generates more taxes that contributes to the bottom line of the budget AND the economy. You may not like this answer but it's the truth.
On the flip-side, why don't you explain how YOU generate revenue that doesn't come out of the pockets of others?
