Have him team up with an ice dancer, who was born in California and moved to Michigan when she was 16.
Get them coached up by a Russian.
Let them train together at the Novi Ice Arena along with Olympic ice-dance teams from Great Britain, Czech Republic, Ukraine and the United States.

Well, no, he's a South Korean citizen, he has a South Korean passport, if he wants to go to the US he has to follow the same procedures as every other South Korean normal citizen, he's South Korean.

Yes, the Olympics doesn't say it's where you were born, it says it's where you're a citizen of. Go figure.

Well, if they had granted him citizenship in 2024 then he wouldn't be eligible to go to the Olympics for them, time travel seems rather beyond the scope of the Olympics.
