That's pretty much what UN 181 suggested in 1947. You might want to read it ... it's not that long. What becomes clear after reading 181 and the socio-political machinations which preceeded it (Sykes–Picot, Balfour, Peele, Woodhead, White Paper) is that some well meaning people set the nationalist aspirations of the region's peoples into an almost irreconcilable conflict mode.
