I used to trade nod-da-head for food stamps......Indirectly. I'd make them take my list while I took theirs.

It is in some cases ignorance. There is a deep stigma about welfare and food stams in white society, so people who are on it do not advertise. It is to the point that walmart refers to EBT as debit verbally. Most places have to have the casheir hit a choice between credit or debit, and most places which take EDT have a third option for EBT. Walmart has the employee refer to it as debit where other places call it EBT. This plays into the idea that it is a huge failure for a white person to end up on food assistance. This also ignores the fact that there are more whites than blacks on EBT, but you would never know it.
Food stamps and such are no longer for the completely destitute. This is good as the old way seemed to remove the food benefits in the time it took to get your first paycheck. You had to live on zero cash in the bank which made a lot of thing hard. This often made a bank account pointless to have because keeping a balance of zero often lead to massive fees and overdrafts. This mean it could be a month and a half between your last food stamps and your first paycheck if your company paid biweekly and you had to start a bank account to cash the check as they could be 2 weeks clearing on new accounts. People actually got trapped on welfare as they had no savings to cover the month and a half, and no food stamps either.
The old welfare system seemed designed to create and trap welfare recipients. It would not surprise me to find out that was the case given the racism of the time and the thought that only minorities were poor enough to need it.
Now people have no clue about welfare, or worse they know old problems that have been fairly resolved. A shit ton of welfare scamming was killed as the states moved into accesible databases and electronic IDs. A lot of the old government scams ran off the weakness in communications, and giant backlog of processing in government offices. To make matters worse they were often trying to work on databases with months or years of data entry backlog. With the local offices using paper records, and the people only investigating things when they had a problem reported to them because they did not have the manpower to crosscheck everything you could get away with a lot of shit. With computers crosschecking things became a matter of clicks, or even just a matter of programming an alarm. Even identity scams have become much harder, and more dangerous with the new technology of identification tracking.
What used to be a program that hemmoraged money to easy scams now is much more efficient and has become harder to scam. There still are, and will probably always be, scams. but this old idea that you can just run on welfare and make shitloads of money are now obsolete, but they still live on in a society that heard about these scams and demanded the welfare system clean up it's act which it has done a lot of clean up.

I have brought a lot of people to the DSS for food stamps because i help out my friends in need. All of them have been white too, and most of them single moms. I will get to that later. From what I can see it is easy to get food benefits, they will give a person 200 dollars unless they share food with someone else who gets benefits and then it is less. From what i have seen you cannot be single and get cash benefits unless you are disabled. I think they even call cash assistance family assistance because you have to have kids to get it from what I have seen. Even most single moms i have seen don't qualify for cash assistance so i have no idea what gets you cash you can spend on anything. I know it is out there, but out of all the people i have helped through DSS I have not seen one get cash, but food was easy.
I would say, given what i have seen, the biggest weakness and easiest way to scam the DSS is with children. first the pregnant mother gets WIC which is actually well done and fairly restricted as to the foods you can buy that are evaluated to help pregnant women. You cannot buy lobster or caviar on wic, it is very specific. The mother gets care on the state, and then when the child is born she will get more food benefits, and this is where the cash benefits become available, though I do not know how they get them. There are two problems here, some women would ghet an abortion and save the taxpayer a hell of a lot of money if they could afford it. We pay out much more to have the children born. The other problem is some women use this and pass off the kids onto relatives for care and take the cash benefits if they can get them. or they neglect their kids and take the cash benefots for themselves.
If you want to cut the biggest wastes in welfare you would start paying for abortions and cutting benefits for newborn children. Paying for abortion would cut a huge amount of unwanted pregnancies we pay for. and it would keep stupid women from drowning under kids. Yes, i don't like using abortion as BC for the stupid, but nothing else works. Legalized state funded abortion and a lower child benefit would push women to have abortions and cut the scam of having babies for more benefits.
People need to actually learn about welfare, it is not the horrible system it is made out to be. It was bad, but it is a lot better. Food benefits are good because they help a lot of people, they insure you can always eat, they are something we have the capability to easily provide, and providing it makes sure that farmers, distributors, and retailers all across the US are employed. It is also not a huge expense. it is maximum of 200 dollars per month. That is not eat lobster and fine steak money. That works out to 1200 dollars a year and it is a lifesaver for people, and it makes jobs on top of it. Cutting out food benefits not only hurts the poor person who needs them, but it will also hurt farmers, distributors, and retail outlets who employ people and kill jobs.
We can improve the security of welfare, and I am all for weeding out the scammers, but food service benefits are a good thing for our economy and people.

Some OCD Con started a thread about Food stamps being used for manicures and such.
Now, I think that there are abuses of the program. Absolutely. When I was in the service in the early 90's, we had this one Sergeant who would hang around the poorer neighborhoods and swap out cash for food stamps, and he had a huge wad of food stamps on him at any time. They people who had the food stamps used the money to buy other things, mostly drugs. (This NCO later came up hot on repeated piss tests and got booted out.)
But a large problem is that the plutocratic wing of the GOP is self-defeating. As I've pointed out many times, 40% of people using Food Stamps have at least one person in the family with a job.
Just not a job that pays well enough to pay the bills.
And when you take those good paying union jobs and replace them with McJobs, you have people going to the government for food stamps and section 8 housing and MedicAid to get what they should have been getting from their employers, the ability to support themselves, then you are in turn making people more dependent on government. Which means they are going to totally vote for more of that shit.

That' HMS Warspite, greatest Brit BB ever, on the rocks near St. Michael's Mount, Cornwall. Should have been kept as a museum, but broke its tow on the way to the scrappers. Took 7 years to scrap it there.
I was 2 1/2 on vacation nearby, in 1953, when it looked more like a tanker. Google it, never a dull moment with that ship. "Wild Ride" at Jutland, sank multiple DDs in the Fjords, longest hit ever made by a BB, etc.
I finally spoke English that year LOL, with ex POW "Herman the German" (farm foreman) on Grandfather's farm in Essex. Till then had survived on "Atch"....
