The budget is supposed to be based on the automatic cuts from the earlier budget compromise to raise the debt ceiling.

But that would require both parties to live by their own agreements...

The Republicans only control 1/2 of the Congress. The Senate is controlled by the Democrats and has not passed a budget in over three years. Perhaps Obama should make some phone calls and get them to do something. But, that would require leadership, which seems to be lacking.
