In my state, to get a replacement certificate, you must know the fathers and mothers real names, date of birth, name of hospital...etc, and provide a photo id.

i needed my mother's maiden name, my father's name, the town i was born in and my birthdate, to get the replacement birth certificate, which i needed to get the SS card replacement...

And they still get it wrong. Apparently my children have different fathers. They don't, but they got the middle initial (he doesn't have a name, just a middle initial, "J" for a middle name) wrong on one of the certificates.

Which is why it's second level.
