My guess is that the FBI intercepts conversations or internet dialog that indicates interest in a terrorist plot and they contact the plotters and pretend to supply everything they need for their pipe dream. When the neophyte terrorists agree to the plot they are arrested. Nobody was ever in danger because the explosives were fake props supplied by an FBI undercover agent. Would the dumb asses ever develop the scenario on their own without help and encouragement from the FBI? That's the question.
