Actually he did not actually say it was justified. He more or less said it was worth looking in to, but when ever it was revealed that The Dirty Dossier was paid for by Clinton and Obama, they should have dropped everything.

After that initial statement he goes on a 300 Page Beat Down of James Comey and The Obama FBI. He put some nice icing on that Shit Cake at first though, so on that I agree.
