EXECUTIVE ORDER 9066
February 19, 1942

Whereas, the successful prosecution of the war requires every possible protection against espionage and against sabotage to national-defense material, national-defense premises and national defense utilities as defined in Section 4, Act of April 20, 1918, 40 Stat. 533, as amended by the Act of November 30, 1940, 54 Stat. 1220. and the Act of August 21, 1941, 55 Stat. 655 (U.S.C.01 Title 50, Sec. 104):

Now therefore, by virtue of the authority vested in me as President of the United States, and Commander in Chief of the Army and Navy, I hereby authorize and direct the Secretary of War, and the Military Commanders whom he may from time to time designate, whenever he or any designated Commander deems such action to be necessary or desirable, to prescribe military areas in such places and of such extent as he or the appropriate Military Commander may determine, from which any or all persons may be excluded, and with respect to which, the right of any persons to enter, remain in, or leave shall be subject to whatever restriction the Secretary of War or the appropriate Military Commander may impose in his discretion.

The Secretary of War is hereby authorized to provide for residents of any such area who are excluded therefrom, such transportation, food, shelter, and other accommodations as may be necessary, in the judgment of the Secretary of War or the said Military Commander, and until other arrangements are made, to accomplish the purpose of this order. The designation of military areas in any region or locality shall supersede designations of prohibited and restricted areas by the Attorney General under the Proclamation of December 7 and 8, 1941, and shall supercede the responsibility and authority of the Attorney General under the said Proclamations in respect of such prohibited and restricted areas.

I hereby further authorize and direct the Secretary of War and the said Military Commanders to take such other steps as he or the appropriate Military Commander may deem advisable to enforce compliance with the restrictions applicable to each military area herein above authorized to be designated, including the use of Federal troops and other Federal Agencies, with authority to accept assistance of state and local agencies.

I hereby further authorize and direct all Executive Departments, independent establishments and other Federal Agencies, to assist the Secretary of War or the said Military Commanders in carrying out this Executive Order, including the furnishing of medical aid, hospitalization, food, clothing, transportation, use of land, shelter, and other supplies, equipment, utilities, facilities and services.

This order shall not be construed as modifying or limiting in any way the authority heretofore granted under Executive Order No. 8972, dated December 12, 1941, nor shall it be construed as limiting or modifying the duty and responsibility of the Federal Bureau of Investigation, with respect to the investigations of alleged acts of sabotage or the duty and responsibility of the Attorney General and the Department of Justice under the Proclamations of December 7 and 8, 1941, prescribing regulations for the conduct and control of alien enemies, except as such duty and responsibility is superseded by the designation of military areas hereunder.

One thing to consider is that there have been many more bombs set off in the US and indiscriminate or acts of terrorism by US citizens in our borders than any foreign agents. The one terrible instance of 9/11 has focused the energy of the US on foreign threats and historically the threat is more credible from our own people.

And if you expand terrorism, is a drive by a terrorist act when 5 or 10 innocent bystanders get hit and hundreds are terrorized by the incident? Does not an armed robbery where innocent people are involved become terrorism?

Is the price of security from terrorist action to be taken from our right of freedom? And in the process our right to privacy is surrendered to government forces to secure a peace that may never come?

How will the country evolve in the next 10 years? We will never defeat the extremists in the world, they have always existed and will continue to exist. Many live here and are US citizens and then there are the crazies. There will never be 100% security but the question is how much of an individual's liberty (do not hear much about liberty lately) do we surrender to get a false sense of security that we will be safe when we will never be completely safe.

WWII INTERNMENT TIMELINE

August 18, 1941
In a letter to President Roosevelt, Representative John Dingell of Michigan suggests incarcerating 10,000 Hawaiian Japanese Americans as hostages to ensure "good behavior" on the part of Japan.

November 12, 1941
Fifteen Japanese American businessmen and community leaders in Los Angeles Little Tokyo are picked up in an F.B.I. raid. A spokesman for the Central Japanese Association states: "We teach the fundamental principles of America and the high ideals of American democracy. We want to live here in peace and harmony. Our people are 100% loyal to America."

December 7, 1941
The attack on Pearl Harbor. Local authorities and the F.B.I. begin to round up the leadership of the Japanese American communities. Within 48 hours, 1,291 Issei are in custody. These men are held under no formal charges and family members are forbidden from seeing them. Most would spend the war years in enemy alien internment camps run by the Justice Department.
 
February 19, 1942
President Roosevelt signs Executive Order 9066 which allows military authorities to exclude anyone from anywhere without trial or hearings. Though the subject of only limited interest at the time, this order set the stage for the entire forced removal and incarceration of Japanese Americans.

February 25, 1942
The Navy informs Japanese American residents of Terminal Island near Los Angeles Harbor that they must leave in 48 hours. They are the first group to be removed en masse.

February 27, 1942.
Idaho Governor Chase Clark tells a congressional committee in Seattle that Japanese would be welcome in Idaho only if they were in "concentration camps under military guard." Some credit Clark with the conception of what was to become a true scenario.
 
Yes, the forced internment of American Citizens of Japanese descent will always be a blot on the conscience of this nation. And the "Go For Broke" battalion proved how groundless that bigotry was. Just as the "Red Tails" proved that Americans of African ancestry could fly as well as anyone else.
 
S-p-o-o-k-y...they say history can sometimes repeat itself. The common denominator here seems to be an over zealous propensity to protect the state at all costs, and let the chips fall where they may.

The Japanese were not the only ones interred. German Americans were also held and over 5000 were held until late 1946.

It was more than double that number. Italian Americans and Italian immigrants were held as well (for a time, some of them were held at Ellis Island). Every instance an unforgivable offense by that dangerous criminal FDR. It is interesting that the total number of German and Italian Americans that were unfairly and unconstitutionally abused thusly were a tiny fraction of the number of Japanese Americans despite the fact that the number of Americans of German or Italian ancestry was much, much, much higher.
