No, it's not. The only ones that would get a fine are those that refused to get health care.
Don't forget the mandate is a Republican idea. What it does is essentially gets all the lazy bums that don't have insurance, using ER's as walk in clinics for a stomach ache that costs thousands of dollars that are paid for by those that do have insurance resulting in higher premiums, and have them on at least basic coverage so they can go to the proper doctors office which in turn drives down insurance premiums.
