About the only thing the packaging does is make it easier for the clerk to find your brand.
If anything, this thread has only served to remind us, again, how notoriously stupid and naive Americans can be.
If you look into this, and ignore the misleading article JBeukema has attached to their OP, you'll realise that the plain packaging idea is only a proposal submitted by anti-tobacco lobbyists, not drafted legislation waiting to be made E.U law. Most governments have listened to the argument, and have said that they'll look into it further. That's political flannel saying: 'yeah, whatever'. The tobacco industry is ruthlessly taxed by E.U member states and those member states won't want to risk loosing valuable tax contibutions from resident tobacco companies and cigarette manufacturers by threatening their brand and bottom lines. In short, it aint gonna happen.
Wake up, America.
