dear, if our schools routinely turn out the dumbest kids in the civilized world wouldn't dynamic scoring require that an increase in education spending predict a decline in GDP?

The US public education system has produced a lot of very productive individuals and it is a major reason we have such a high standard of living. Any failure of that system doesn't even come close to making the investment not worthwhile and if anything additional resources may be needed. Although there are some issues with children that result in educational failures that are not the result of the quality of education, which is one of the many reasons dynamic scoring is so difficult to do and why it needs to be done by competent professionals and not partisans who don't understand the facts or even what it means to dynamically score spending.

Question is not whether investment is worthwhile but whether as we have added money to education, test results have declined, incomes have declined, and GDP growth has slowed to an 80 year low such that CBO would have to conclude that further investment in our lib soviet schools would lower not raise GDP.

Depends on what the money is going towards. Education generally speaking has resulted in a massive benefit to the people of the US. That doesn't mean that you can spend a $1 and say it is for education and assume it will have a good ROI.
