They all do. They ALL say that Trump cannot investigate Biden because he's currently running for president and thus is a political rival of Trump. Even one of Trumps' legal team said they don't understand why Biden gets a cloak of invulnerability around him because he's running for president.

Let's start at square one. Is there evidence that Hunter Biden or Joe Biden is in violation of US federal laws? If the answer is no, then it is a political issue to be handle by the campaigns. If the answer is yes, then it is an issue for the justice department and thus the FBI. President Trump certainly has the authority to request his AG to open up an investigation involving the FBI and requesting assistance of the Ukraine. If either of the Biden's is in violation of Ukrainian law, then it is an issue that should be dealt with by the Ukraine with US assistance.

The simple fact is that Trump is unsure whether he will be facing Biden in November and thus opening an investigation of the Bidens at this point in time is a waste of time that could backfire so he he using the Senate and right wing media to discredit the Biden's, just in case Joe Biden get's the nomination.
