After the Southern Democrats seceded from the Union in 1861, Republicans dominated Congress. Immediately, they reinstated the old tariff duties Democrats had dropped, erecting tariff walls around the entire U.S. economy. But these tariffs could only stabilize the peacetime budget. The financial maw of the Civil War required an entirely new revenue system, and Republicans set out to create it.

Their guiding principle was to spread the burden of taxation evenly throughout society. They believed that the survival of the nation would benefit all Americans, so everyone should support the government to the best of their ability, "not upon each man an equal amount," a leading Republican explained, "but a tax proportionate to his ability to pay."

First, they placed taxes on all manufactured goods. Together with the tariffs, these taxes on consumer goods -- essentially sales taxes -- would fall disproportionately on working-class Americans.

To counteract this regressive tax, Republicans invented the national income tax. This was a wildly new idea in 1861, when most people tallied their income and expenses item to item, rather than thinking of their income as a yearly number. Congressmen shook their heads at the difficulty of figuring out how much money they made in 12 months. But levying a tax on income would guarantee that "the burdens will be more equalized on all classes of the community, more especially on those who are able to bear them," said a senator from a wealthy eastern state when he introduced the novel plan.

Congress adopted the income tax in 1861, placing a tax of 3 percent on incomes over $800. Then in 1862, it made the tax progressive, levying a tax of 3 percent for incomes over $600 a year and of 5 percent for incomes over $10,000. To collect the tax, the Republican Congress created an Internal Revenue Bureau in the Treasury Department.

It hasn't stopped the Repugs and in particular the black ones from saying that the Repugs are the party for blacks because it was the Repug Party who freed the slaves, they actually use that shit to attract black voters, but forget shit like this above that they would never support.

When did Repugs quit advocating this? I ask again, were the Republicans of the 1850s and 1860s the same ideologically and politically as the Repug scumshits of today? What happened? When did they stop being "socialists" and liberals? the above sounds like today's Democrats.

The Internal Revenue Act of 1864, 13 Stat. 223 (June 30, 1864), increased the income tax rates established by the Internal Revenue Act of 1862. The measure was signed into law by President Abraham Lincoln.

This act was allowed to expire as the populace mainly viewed it as an emergency measure for war-time situations. The Act ultimately expired in 1873 in the face of increased deficit spending. Congress readdressed reform of the tax law in 1893, eventually passing the Wilson-Gorman Tariff Act of 1894

And, now the rest of the story!

President Woodrow Wilson, Democrat summoned a special session of Congress in April 1913. His immediate objective was to confront the perennial tariff question, and he brought special attention to the matter by deciding to appear in person before Congress to make his appeal. He was the first president since John Adams to do so.

The joint session was a spectacular event. A huge crowd gathered and every seat in the House chamber was taken. Newspaper coverage was intense. Wilson spoke only briefly, but made it clear that tariff reform was needed, and that he would not be a party to a repeat of the embarrassment of the thwarted reform of 1894. The burden was clearly on Democratic shoulders because they controlled both houses of Congress for the first time in 18 years.

The Revenue Act of 1913 passed the House, 281 to 139, on May 8, 1913. Wilson used his patronage powers to guide it to Senate passage 44 to 37, on September 9, 1913. Politically it was considered a major triumph for President Woodrow Wilson.
The Act also provided for the reinstitution of a federal income tax as a means to compensate for anticipated lost revenue because of the reduction of tariff duties. The most recent effort to tax incomes (Wilson-Gorman Tariff of 1894) had been declared unconstitutional by the Supreme Court because the tax on dividends, interest, and rents had been deemed to be a direct tax not apportioned by population. That obstacle, however, was removed by ratification of the Sixteenth Amendment on February 3, 1913.

I might add this tidbit.

The Revenue Act or Wilson-Gorman Tariff of 1894 (ch. 349, §73, 28 Stat. 570, August 27, 1894) slightly reduced the United States tariff rates from the numbers set in the 1890 McKinley tariff and imposed a 2% income tax. It is named for William L. Wilson, Representative from West Virginia, chair of the U.S. House Ways and Means Committee, and Senator Arthur P. Gorman of Maryland, both Democrats.

Supported by the Democrats, this attempt at tariff reform was important because it imposed the first peacetime income tax (2% on income over $4,000 or $88,100 in 2010 dollars, which meant fewer than 10% of households would pay any).

I knew it was a Dem but I thought it was FDR.

Wilson was just as bad though.
