The ones that made a show of hiring or raises or bonuses were either already planning to open a plant or were running a PR branding campaign. The force that would naturally raise salaries due to low unemployment hasn't fully kicked in yet and it wont unless people change jobs. This is because no well run business hands out money to people or business partners for nothing. Labor cost is one of the biggest in business and the goal is always to hold it down while maintaining necessary levels of quality for your products value proposition. When labor is scarce, then hiring a good worker costs more, but some companies will try even harder to hold down the labor costs then.
