In keeping with the latest round of DOD budget cuts, changes will be made to the Joint Travel Regulations (JTR). Effective Monday, the following revised procedures apply:

Lodging: All DOD personnel performing temporary duty (TDY) are encouraged to stay with relatives and friends while on government business travel. If weather permits, public areas such as parks should be used as temporary lodging sites. Bus terminals, train stations, and office lobbies may provide shelter in periods of inclement weather.
Transportation: Hitchhiking is the preferred mode of travel in lieu of commercial transport. Luminescent safety vests will be issued to all personnel prior to their departure on TDY. Bus transportation will be used only when work schedules require such travel. Airline tickets will be authorized in extreme circumstances and the lowers fares will be used. For example, if a meeting is scheduled in Washington, D.C., but a lower far can be obtained by traveling to Omaha, NE, then travel to Omaha will be substituted for travel to Washington, D.C.

Having spent over 30 years in the DoD, I remember this one from the 1980s. It was funny then and is still funny now
 
I served in personnel and administration from 1967 to 1980 and NEVER ONCE saw a JTR that even hinted at anything like this!

This is supposedly something being prepared in response to Sequestration and isn't, in any way, humorous - OR ACCEPTABLE. If DOD is proposing troops actually do these things, then it is a miserable stain upon our military and legislative leadership!!!

Like I said

It was sent around as a joke in the 80s and is still funny now. It has been updated slightly but is still the same joke. I recognized it from the opening two sentences about staying with relatives and hitchhiking.
 
The actual sequestration guidance related to official travel is that VTC and phone conferences are the preferred means of conducting business. All requests for TDY must be cleared at the O-6 level and be accompanied with an explanation of why travel is essential
Once approved, existing JTR regulations and perdiem rules apply.
