So if the USA congress didn't sign the 1998 Act and if in 2003 after continual breaking of the 1991 Cease Fire (which in English means NO more firing unless either side resumes firing...) Saddam wasn't released there would have been over 1,200,000 Iraqi children deaths from starvation... all because
SADDAM WOULD NOT CERTIFY WMDs were destroyed!
