There is no driver’s license required to register to vote, and there are stiff penalties for illegally voting, the spokesman said.

Some militia members in Georgia were sentenced to prison for having that material to build bombs. They had pipes, fittings, etc. because they were plumbers. They had gun powder, primers, etc. because they did reloading and cans of gasoline at home to run their equipment with. But, a "loophole" exists that allows you to obtain all of that and have a perfectly legitimate reason for having it.

IF you can provide data that a problem exists, you should have opened with it. That an alleged loophole exists is just a pretext to expand the size, power, and scope of government.
