Yep if it walks and smells like a tax it is. But what people still don't understand are the results it will have on the cost of insurance to individuals, small business, and large business. It will require all insurance companies to accept participants regardless of current health status and preconditions, increase the number of claims per pool and increase rates as a result. So not only is it a tax it penalizes all participants. Will it mandate interstate fluidity or opportunity for those wishing to purchase less expensive insurance in other states, no. Will it through competition in the free market reduce health insurance costs, no. Will it reduce provider liability coverage rates, no. Will it mandate tort reform, no. So how in the hell will the IRS enforce and levy fines on people that do not pay taxes nor file? Would it not be cheaper to pay the fine then when sick apply and sign up for coverage? Bottom line why work, you have free housing, free food, free health care, free education, so who is the real fool?
