Reagan called it "mainstreaming" and the idea was to save money by closing most hospital inpatient treatment. It did backfire and actually ended up costing us more.

Its true that Obama is POTUS now. The pubpots will filibuster and obstruct any progress for the mentally ill just as they do for anything that could help American people or our economy.

Reagan didn't come up with the "mainstreaming" concept. The law was changed by the CA state assembly, and Reagan was forced to implement it. The state issue was exacerbated by the CMHA of 1963 (Kennedy signed it), which provided federal funding for local care (de-institutionalization).
