Every President has broken promises. Bush promised not to get involved in nation building and said he would balance his budget.

The problem is, they know what promises they intend to break. They say shit just to get elected with full knowledge that much of what they say will not happen, that they have no intention of fulfilling many of their promises. That makes them liars. All of them.
