Bush Vows to Persevere in Iraq, Defeat Enemy

In excerpts of a speech he was to deliver at 8 p.m., Bush said he was taking "specific steps" to help Iraq achieve democracy and freedom. "We will persevere, and defeat this enemy, and hold this hard-won ground for the realm of liberty," he planned to say.

Why are they talking in past tense? Did he cancel the speech?

None of the major networks carried it - it's May sweeps for them and they didn't want to pre-empt season finales. It had nothing to do with politics - only money. That's the primary concern of the media folks - making money.
