She did not wish to press charges, only make others aware of the situation because of the position in power he was being confirmed for. A confirmation hearing is also not a criminal hearing in which much more evidence is needed for prosecution.

No the only way it would need to be reported against her will is if she was still a minor. This would have applied to her therapist as well, but since she was no longer a minor when she told her therapist in 2012 it was no longer an issue.
