The odious bunch are those who got Detroit in trouble enough to seek "emergency managers." The desire to spend more money than you have is what has taken away democracy and replaced it with tax-and-spenders, rdean. Hiring people of graft so you can control them and/or use them to humiliate members of their party unfairly could come back to bite Detroit personnel whizzes in the butt.

On one side you have conservatives and business people desperate to take over the cities and remake them in their own image, even if it means disenfranchising voters and doing away with democracy.

Under PA 4, EMs have proven to be a divisive solution. Outsourcing services to private companies and abolishing collective bargaining takes a page right out of the right-wing playbook: a 2011 report titled “101 Recommendations to Revitalize Michigan,” published by the conservative Mackinac Center for Public Policy, calls for ending “mandatory collective bargaining for government employees who already enjoy civil service protections.” Many are worried that EMs will hasten the gentrification of places like Benton Harbor, pushing out poor residents to make way for developers. In one of his first acts under PA 4, Joe Harris replaced nine people on the Brownfield Redevelopment Authority and all nine members of the planning commission.

Despite their relatively short history, EMs have a record of abusing their powers. This past summer Arthur Blackwell II, Highland Park’s former emergency financial manager, was ordered to repay more than $250,000 he paid himself. In Pontiac EFM Michael Stampfler outsourced the city’s wastewater treatment to United Water just months after the Justice Department announced a twenty-six-count indictment against the company for violating the Clean Water Act.

In November 2012, Michigan voted to repeal the existing emergency manager law; despite this fact, Michigan’s legislature jammed through a new bill to replace the old emergency manager legislation during the lame-duck session in December 2012.

Under the law, the appointed emergency manager would be in charge of all the financial affairs of Detroit. The emergency manager would also have the jurisdiction to declare bankruptcy for the city. Snyder now has 30 days to decide if Detroit is in fact in a financial emergency.

A report from the secretary of state claimed eight cities and schools in Michigan are currently under the control of emergency (financial) managers. That means eight locally elected governments have been dismissed and handed over to state-appointed officials.

This is destroying democracy. This law takes away our right as citizens to elect our own government. It undermines your right to vote. You may argue that with our vote, we should have voted for a different governor, but many agree that our governor has gone too far with this legislation.

Detroit is bankrupt, there is nothing unusual in appointing a manager to try to reorganize the system to put them back on a sound financial footing. You can cry all you want but Detroit is a failed city that has proven over decades they lack the ability to manage their own affairs and someone has to look out for the people that have provided products and services to the city and look out for their interest as well.

The old argument against socialism is that it is wonderful until you run out of other people's money is true of every nation, every state, every city, including Detroit.

Whern you have elected or appointed leaders who do not manage the funds they have available, but rather buy loyalties and cooperation and peace at the expense of future taxpayers, sooner or later that chicken comes home to roost. Those who rob Peter to pay Paul will always have the full support of Paul, but Peter too often becomes weary and either becomes Paul or leaves. And when you have more Pauls than Peters, you have Detroit.

I keep hoping that our country will wake up to this truth before I die so that I can see the blessings of the Peters of the country being rewarded and Pauls being encouraged to become Peters.
