BUT...there is an economic incentive for them to return and for employers to hire them. If we can't secure the border then simply remove the economic incentive.

If you pressure employers through programs such as mandatory audit then you disincentivize them to employ illegals. Less illegals means less crime, less drain on taxpayers etc. Our current system does literally nothing while at the same time keeping job markets open thus enticing them to flood in.

You are missing the point...he committed his crime where? At work. Most illegals come for work. If you pressure employers through programs such as mandatory audit then you disincentivize them to employ illegals. Less illegals means less crime, less drain on taxpayers etc. Our current system does literally nothing while at the same time keeping job markets open thus enticing them to flood in.
So all they have to do is put them in forced labor camps for the crime of illegal immigration. After 10 years they get deported. Repeat offenders get life in the camp. Illegals who commit crimes while illegals get life in the camps. It's rather simple.

Your idea may work, but why over-complicate things? Illegal immigration is already illegal. All they need to do is come up with a tougher punishment.
