If you pressure employers through programs such as mandatory audit then you disincentivize them to employ illegals. So all they have to do is put them in forced labor camps for the crime of illegal immigration. After 10 years they get deported. Repeat offenders get life in the camp. Illegals who commit crimes while illegals get life in the camps. It's rather simple.

Your idea may work, but why over-complicate things? Illegal immigration is already illegal. All they need to do is come up with a tougher punishment.
