actually medicare is short on funds, about 100 billion a year deficit.....no one has paid in to medicare enough to pay for the cost of medicare. Social security is different, and enough each year has paid in to it, so far....

but not medicare, and specifically not medicare part D.....no one has paid for it in their medicare taxes....
