Why would it be necessary to "raise" an army if it were permanent?

Why is the army clause separate from the navy clause?

There is a whole clause about the militia being drawn on from to form the ground forces. They ARE NOT reserves.

There are 2 reasons for war..REPEL INVASIONS and SUPPRESS INSURRECTIONS. Those would be the "prohibitions". Because if we are not engaged in a war..there is no need to fund an army. There is always a need for a navy..since the threat from oversea invasions were and are..very real. State militias..however..were expected to handle ground invasions..and if necessary bind together to form an army. That's hard for people who want Empire to understand.

There is NOTHING ABOUT OVERSEAS DEPLOYMENTS.

There is NOTHING ABOUT ATTACKING COUNTRIES WHICH DID NOT ATTACK US FIRST.

There is a WHOLE LOT ABOUT DEFENSE.

Next, we should stop people from shitting so much. It's costing a fortune to clean the waterways and maintain the sewage infrastructure and it's a health hazard. One bowel movement per day per person. Maybe put a state run locking toilet lid on every household bowl and you have to feed it money to take that extra shit. This would cut down on costs and generate revenue.
