I think that is complicated. A chaos situation would be the anarchistic ideology, that was perfected in Spain in the 20th century. That is extreme right wing policy.

Most developments are socialistic, leading to a centralized totalitarian government and hive mind of people. This was the Soviet Union, current Britain, and recent Cambodia.

I think it looks like Cambodia is in line with modern western developments. At least on the totalitarianism scale. Minimum legislatively.
