The point is, without ID laws, how do you know how much fraud there is?
If I say I'm John Smith and John Smith's name is on the list, I get to vote. There is no way to tell there was fraud unless the real John Smith shows up to find he has already voted. OK there was fraud, but since there is no way of finding who voted in his place, nor way of telling how the imposter voted, the case isn't prosecuted.
No prosecution, no fraud.
