Don't know about that. But they do have to study human nature and inspire confidence. They do have to get their hands and boots dirty.

So that eliminates Chicken hawks as appropriate Commanders-in-Chief. You're suggesting a do as I do managment style I assume. I agree with the caveat noted below. There are few things worse than a boss who orders subordinates to do what s/he is unwilling to do.

This does not mean that the boss needs to have the skills necessary and sufficient to accomplish all tasks associated with his/her vision or the tasks needed to fulfill the mission. Only that s/he must not put staff into harms way where s/he wouldn't go under any circumstances.

My vote's for Ron Reagan.

Actually Ronald Reagan was a leader, he had a vision, notwithstanding Iran-Contra and a few "I can't remembers" he appeared to be was as honest as a president can be and he was was a great communicator His son, Ron Reagan is rather liberal so I assume you meant President Reagan.

Why do you believe President Obama is not a leader? In fact I believe he is not yet a leader, but has the potential and character to become a great leader, if one considers this question: Does man make history or does history define the man?
 
A leader is someone who has experience and knowledge to guide others in producing their best efforts. They stay on message and are tireless until the goal is met. They build up others, offer support and praise where earned.

Attila the Hun was a leader, I doubt he ever communicated a vision for the future. Isaac Asimov, on the other hand, was excellent at communicating a vision of the future, but he was not a leader.

Kennedy did not do a cost benefit analysis when he pointed us toward the moon, nor did he concern himself with roadblocks, he just pointed, and we went. Ghandi did not train his lieutenants, nor did he concern himself with mileposts or intermediate goals.

Leadership cannot be defined in a few sentences. Whatever you find to admire about one leader, there is another leader who lacked that particular quality.
 
Ok enough cheap points.

There are many forms and styles of leadership, but lets keep it limited to POTUS.

I want for POTUS a leader with:

Love of Country and Full Embrace of American Exceptionalism. We are the single greatest Country in the world, we need not be ashamed, embarrassed or have any guilt at all about out World Leadership role. We are the greatest force for good on the planet. I'd like the next POTUS to wake up everyday and feel that in her...or his, soul.

Executive skills. It's no place for on the job training; that is why Senators are automatically disqualified, that's why academicians and Intellectuals need not apply, but Governors and Generals can sign up any day

Ability to Articulate a Vision and Inspire. Love Inspires. Think of any great leader from the Great Caesars to Ghandi to Martin Luther King to Ronald Reagan and they spoke from whatever it is they loved.

What has Obama done to demonstrate any potential for leadership?

By the way, the answer to your question is, it depends. Sometimes history makes the man, other times the man makes history, sometimes it is a bit of both.
